AN EVALUATION OF THE IMPLEMENTATION OF THE SUKOWATI GOLD PROGRAM IN SRAGEN REGENCY PREPARING THE CONTINGENT OF SPORTS WEEK OF CENTRAL JAVA PROVINCE XVI IN 2021
Abstract
The aims of this study are: (1) Knowing local government policies (2) Knowing the sports funding system (3) Knowing sports facilities and infrastructure (4) Knowing the achievements that have been achieved. (5) Knowing the policy of the Sragen Regency Government in giving appreciation/award for outstanding athletes. The method used in this research is program evaluation research using qualitative research methods with the Countenance program evaluation approach model (Robert Stake). The data sources of this research are the Department of Youth and Sports, Indonesian National Sports Committee of Sragen Regency, the general public, Prosukma Trainers and Athletes. Data collection techniques using interviews, documentation and observation. The flow of this research includes: data collection, initial data presentation, data reduction, reduced data presentation and conclusion drawing. The conclusions of this research are (1) the Regional Government of Sragen Regency in terms of policy has mandated the National Sports System Law number 3 of 2005, as evidenced by the existence of programs that are run and the implementation of sports activities both coaching and appreciation of high-performing athletes in Sragen Regency. (2) The funding and budget for the development of sports achievements in Sragen Regency is limited and according to the Regional Revenue and Expenditure Budget in the 2020 Regency, which is 40.892.582.825, then for the 2020 Indonesian National Sports Committee grant, which is 3.75%. (3) The facilities and infrastructure in this case the Diponegoro Sports Center are suitable for use but not yet at the National standard and the training facilities are already good due to the transfer of championship funds due to Covid-19 to complete the training facilities. (4) Sports achievements in Sragen Regency have been proven when Prosukma was run namely the results of Province Sport Week XV in 2018 being able to raise the ranking from 32 to 27 with 5 gold medals won in petanque and fighting degrees, 9 silver for wushu, swimming, rock climbing, pencak silat and yongmodo, 13 bronze for petanque, fighting degrees, wushu, swimming, taekwondo, karate and boxing (5) The appreciation of outstanding athletes cannot be separated from the role of the Regional Government of Sragen Regency in terms of appreciating the local government providing coaching money for achievements at the provincial and national levels.
